IntroductionThis page outlines what is held in Capital Monitor's database collections, and how far back they go.
Different collections were started on different dates. Capital Monitor started covering the Federal Parliament and Government in 1990. Six and a half years later we went online (on 1 July 1996). From that date, everything that happened was captured as an electronic document by Capital Monitor and, after delivery to relevant subscribers, indexed and stored on-line.
This was supplemented by our searchable catalogue of the 230,000+ press releases, transcripts, reports, Bills and other documents that Capital Monitor processed in the period 1990 to mid-1996.
Since going online in 1 July 1996, Capital Monitor has expanded its coverage considerably, bringing online coverage of the Courts and the States, as well as AAP's news wires. There are now over three million documents in Capital Monitor's database collections, making our website a very rich resource of Australian political, regulatory and legislative information.
The following pages will give you more information on what is in each collection. Capital Monitor's Service Details contains other details which you might find useful. If you have any queries, please do not hesitate to contact Capital Monitor.
Please note that unless you select a specific year's archive, you will be searching the current year only. If you want to search previous years, you must use Capital Monitor's Full Search screen.
For want of a better term, we called this "Main". It includes everything except Hansard, Bills and Tax Rulings (which make up the other three Federal collections).
It contains press releases, transcripts, ministerial statements, orders, regulations, reports, gazettes, parliamentary papers, proclamations, assents, etc, etc. In other words, everything except Hansard, Bills and tax rulings.
The Main collection also includes consolidate legislation (eg, Consolidated Acts). After a Bill becomes an Act, any changes to it are filed in the Main collection.
The collection was started on 1 July 1996, although we have been processing older files to make it complete back to the election of the first Howard Government on 2 March 1996.

Hansard includes the full Hansard debates for the House of Representatives and the Senate, as well as the Main Committee of the House, Estimates and other Committee hearings. The Hansards are broken down into individual/discreet files (eg., Questions, Notices of Motion, 2nd Reading debates, etc) and are carefully tagged to facilitate precise search and selection.
This collection goes back to the start of the 38th Parliament, which held its first sittings on 30 April 1996. It includes (fully searchable and downloadable) electronic files of all Bills as presented to the Commonwealth Parliament.
It also includes most Explanatory Memorandums (electronic copies of EMs were not always made available in those early days), Supplementary EMs, amendments, schedules of amendments, as well as copies of Bills Digests, as published by the Parliamentary Library, and Assent copies of the Acts.
Bills, EMs, 2R Speeches, etc which were processed prior to the start of the 38th Parliament can be located through our Archives.
NOTE: The Bills collection only includes Bills presented to Parliament. It does not include draft Bills. (They will be found in the Main collection). Consolidated Acts, and subordinated legislation (Regulations, etc) are also filed in the Main collection.
This is a list of all Government Bills currently before Federal Parliament.
The Bills Monitor provides details on what stage each Bill has reached as well as links to the Bill , its Second Reading Speech, Explanatory Memorandum, and other papers where available. This is a quick way for subscribers to see where a particular Bill is, and get a copy of any associated paper, etc.
The Bills Monitor is updated very shortly after new Bills are introduced to display those details. It is updated again to record changes of passage details when the Parliament sits, and otherwise when the Assent notices are provided by the Governor-General.
When the Bill receives Royal Assent, it is then listed on our Acts Assented pages, with a link to a copy of the Act as Assented. Capital Monitor has maintained these Acts Assented pages for each year since 1998. Similarly, Capital Monitor's website has a browser page listing each Proclamation for each year since 1997.
And, in the same style, Capital Monitor also publishes a NSW Bills Monitor and NSW Acts Assented page.
This holds all Tax Rulings and Determinations, Notices of Withdrawals, Draft Rulings and Draft Determinations, etc, published by the Australian Taxation Office (ATO) since 1 July 1996. Capital Monitor's Archives also contains a searchable collection of all such rulings published suince the beginning of 1990.
Capital Monitor also has simple browser pages listing all rulings made each year since 2000. (Click here to see the latest). Use these as a quick way to locate any ruling, or any amendments. The browser pages also include search facilities.
Capital Monitor has collected all judgements of the High Court of Australia handed down since 1 January 1990.
All decisions since 1 July 1996 are available online. Earlier decisions are only available as hard copies, but are searchable back to the beginning of 1990 through our Archives.
Capital Monitor has all judgements of the Federal Court of Australia since August 1996.
All are filed in this collection as full-text indexed documents, allowing you to search for anything contained in any of those judgments. The collection also includes all judgments of the Industrial Relations Court of Australia from 1 Jan 1996. It also includes decisions of the Australian Copyright Tribunal and the Australian Competition Tribunal.
All Decisions of the Administrative Appeals Tribunal are collected, processed and filed by Capital Monitor. AAT decisions are important to the interpretation and application of the law. The collection includes all decisions of the AAT since late-October 1997.
The decisions of other Courts and tribunals (eg Family Law Court, Federal Magistrates Court, Migration Review Tribunal, Superannuation Complaints Tribunal, etc) are filed in the Federal Main collection.
This collection holds all AAP stories published since May 1997. It includes all stories broadcast by AAP affiliates (Reuters, Dow-Jones, Agence France Presse, Associated Press, etc) over this wire.

All AAP AsiaPulse stories since May 1997 have been collected, indexed and filed in this database. For more details on the AAP AsiaPulse service, see Service Details.

2. Hansard:
processed, and filed the morning after each sitting since November 1996. At
the time of writing, there were some 13,400 files in this collection.
3. Bills: All Bills presented to the NSW Parliament since May 1999.
3. Supreme Court: decisions of this Court that have been reported since December 1997.
4. Newsletters: a collection of all our NSW Newsletters, which was started in December 1998.

Capital Monitor provides separate database collections for each of Hansard, Bills, Supreme Court collections and an ACT Main collection housing press releases, gazette items, Orders, Determinations, press releases, etc. These were commenced in late 1997.
Earlier ACT material is filed in our Federal Main collection and in Archives.
Press statements and other significant material have been collected since early 1997; Supreme Court Judgments since 1998; Hansard since 1 July 1999; and, Bills since 1 Jan 1999.

Capital Monitor's Canberra Newsletter is published weekly when Parliament sits, and every month. They report every policy development Proclamations, all Tax Rulings and Determinations , and details of forthcoming legislation. The Newsletters are an excellent reference.
It covers all press statements, policy announcements, Hansard, Bills, Acts, Regulations and Determinations, reports of parliamentary Inquiries, Gazettes, Statutory Rules, Taxation Rulings and Determinations, Government publications and reports, High Court Judgments, etc, etc. In fact, everything that has happened in Canberra since January 1990.
Use the search engine to find reference to the document you need. Perhaps you only need the date that, say, the Prime Minister or someone else made a particular statement. Your search will present you with that information.
If you need a full copy of any of these archived documents, then send us the details and we will send you a copy quickly (by fax, e-mail or courier). Naturally, there is a small charge for this. You will need to 'force' the search engine to search only those documents filed between certain dates (eg, 'On or Before: 01 Dec 1996' and 'On or After: 15 Nov 1996'), as well as selecting the appropriate year's archive box. See search Hints.
